中国产业自主创新的创新主体动态协同模式研究——以通信设备产业为例

Research on the Dynamic Collaborative Mode of Innovation Subjects in China’s Independent Industrial Innovation——A Case study of communication Equipment Industry

通过对自主创新模式和创新主体的分析框架的构建,以我国通信设备产业的制度演进为例进行研究分析,主要得出以下结论:首先,中国通信设备产业的自主创新是一个创新主体动态转换和协同的过程,是我国在自主创新这一道路上,由计划经济转变为市场经济的体现;其次,创建以企业为主体的创新系统作为我国制度转型的目标,故而在改革初始,政府需承担起创新协调和整合创新资源的工作,同时,政府对企业的支持与激励政策也不可缺少;再次,对于创新主体的选择机制,不能由政府垄断,而需要使各产业开放竞争,最终的创新主体选择机制须为市场竞争;最后,除了企业可以作为创新主体,公共科技机构也可以成为我国的创新主体。公共科技机构与企业联合成为双创新主体,构成的产业战略格局可以达成相互补充的效果,对于企业自主创新的实现与企业长期发展战略目标的达成十分有利。

through the analysis of the independent innovation mode and the main framework of the building, to communication equipment industry in China through analyzing the institutional evolvement as an example, the main draw the following conclusions: first, the independent innovation in China’s telecommunications equipment industry is a process of dynamic conversion and synergy innovation main body, is our country in the independent innovation, along the way by the embodiment of the planned economy into market economy;Secondly, the establishment of an enterprise—oriented innovation system is the goal of China’s institutional transformation. Therefore, at the beginning of the reform, the government should undertake the work of innovation coordination and integration of innovation resources. Meanwhile, the government’s support and incentive policies for enterprises are also indispensable. Thirdly, the selection mechanism of innovation subjects should not be monopolized by the government, but should be open to competition. The final selection mechanism of innovation subjects should be market competition. Finally, in addition to enterprises, public science and technology institutions can also become the subject of innovation in China. The combination of public science and technology institutions and enterprises becomes the main body of double innovation, and the industrial strategic pattern constituted can achieve complementary effects, which is very beneficial to the realization of independent innovation of enterprises and the achievement of long—term development strategic goals of enterprises.
