乡村振兴的动员机制与模式:整体党委动员与差别化动员

Mechanism and Mode of Mobilizations in the Rural Revitalization:The Whole Party Committee Mobilization and Differential Mobilization

基于中国特色社会主义新时代强化党的建设和深化非公党建的特征,提出了乡村振兴中的整体党委动员机制和差别化动员模式。整体党委动员机制在横向上实现了对设有党组织的部门的动员全覆盖;在纵向上实现了从党中央到省市,再到基层的双重纵向动员;纵向的各层级部门之间、横向的不同性质的组织之间就乡村振兴协调合作、资源共享。差别化动员模式对党政部门采取的是无差别的政治化、行政式动员,对农民则是差别化的物质激励式动员。揭示了整体党委动员和差别化动员的效应,对中国学术界提出的压力型动员、运动式治理动员和技术动员等观点做出了回应。

The mobilization of the rural revitalization strategy has been marked with the brand of the new era of socialism with Chinese characteristics.In the new era of socialism with Chinese characteristics,the strengthening of Party building and the deepening of non-public Party building have catalyzed the rural revitalization mobilization mechanism of the whole Party Committee and differential mobilization mode.The rural revitalization mobilization mechanism of the whole Party Committee has realized the full coverage of the mobilization for the departments with Party organizations in the horizontal direction and the double vertical mobilizations from the Central Committee of the Party to provincial committee and to the grass-roots levels in the vertical direction.Vertical departments at all levels,horizontal organizations of different nature coordinate and cooperate,share resources on rural revitalization.The rural revitalization has adopted a differentiated mobilization mode to the Party and government departments and to the peasants,an undifferentiated political and administrative mobilization to the Party and government departments,and a differentiated material incentive mobilization to the peasants.The mobilization mechanism and the mode are able to give the necessary response to the views of pressure-type system,movement-type governance and technical governance put forward by the academia.
