摘要
城镇化与资源环境之间存在着极其复杂的关系,如何协调两者之间关系问题已上升为全球性的战略问题。构建解耦理论视角的城镇化和资源环境压力指标体系,对2003—2017年苏州市城镇化发展对资源环境压力的影响进行了分析和评价,并借鉴Tapio解耦模型,对其两者之间的解耦程度进行了定量评价。结果表明:苏州市城镇化水平进入后期发展阶段,人口、土地、社会、经济城镇化呈现快速增长趋势;资源的消耗总量不断增加,环境污染呈现先增加后减少趋势;苏州市资源环境压力呈波动上升趋势,2003—2007年其主要受制于环境污染,2008—2017年则主要受制于资源消耗;苏州市城镇化与资源环境压力关系基本符合倒“U”型发展趋势,从解耦角度看,两者呈现耦合-解耦-耦合-解耦-耦合-解耦的变化态势,体现了苏州市城镇化发展与资源环境压力之间相互影响的动态变化特征。
The relationship between urbanization and resources-environment is quite complicated.The coordination of their relationship has become a global strategic issue.Based on the perspective of sustainable urbanization,the urbanization and resource-environmental pressure(REP)index system was established to analyze and evaluate the impact of urbanization development on resources and environment from 2003 to 2017 in Suzhou.Decoupling model(Tapio model)was used to calculate the decoupling degree between them.The results show that urbanization level of Suzhou has entered the later stage of development,and that all aspects of urbanization show a rapid growth trend.The total consumption of resources was increasing constantly,while environmental pollution increased first and then decreased.The REP in Suzhou shows a volatility upward trend.During 2003 to 2007,the environmental pollution was the main factor for the high REP,while the REP was mainly subject to resource consumption during 2008 to 2017.The relationship between urbanization and REP takes an inverted U-shaped trend,characterized by expansion coupling-weak decoupling-strong decoupling-expansion coupling-weak decoupling-expansion coupling-expansion negative decoupling-weak decoupling-strong decoupling-expansion coupling.This reflects the dynamic changes between urbanization and REP.
