环境规制助推经济高质量发展研究——基于河南省18地市的实证分析

RESEARCH ON THE PROMOTION OF HIGH-QUALITY ECONOMIC DEVELOPMENT BY ENVIRONMENTAL REGULATION:AN EMPIRICAL ANALYSIS OF HENAN PROVINCE

为明确在经济高质量发展中环境规制的作用,从经济增长、经济结构、经济效率、经济稳定、经济动力、环境友好等6个维度构建指标体系,采用熵值法,对河南省各地市的经济发展质量进行了综合测评,剖析了环境规制政策影响经济发展质量的理论逻辑与作用机理。在此基础上,选取2010—2018年河南省18个地市的面板数据,构建固定效应面板模型,实证检验环境规制政策的加强能否助推经济高质量发展。结果显示:河南省环境规制强度与经济发展质量综合指数之间呈显著正相关关系。环境规制政策的加强、地区金融支持度和对外开放度的提高,能够显著推动经济的高质量发展;而收入分配差距的扩大,则不利于经济的高质量发展。

An index system is constructed from six dimensions to clarify the role of environmental regulation in high-quality economic development,including economic growth,economic structure,economic efficiency,economic stability,economic power and environmental friendliness.All cities in Henan province are evaluated in terms of the economic development quality by the entropy weight method.The theoretical logic and mechanism are then analyzed regarding how environmental regulation affects economic development quality.Based on the panel data of 18 cities in Henan Province in 2010—2018,a fixed-effect model is constructed to empirically test whether the environmental regulation can promote high-quality economic development.Regression results reveal that there was a significant positive correlation between the intensity of environmental regulation and the comprehensive index of economic development quality in Henan province.Improvement in several fields can significantly promote high-quality economic development,such as the improvement of environmental regulation,the regional financial support and the opening up level,while the widening gap of income distribution goes against high-quality economic development.
