网络空间公共舆情巴尔干化的形成及应对

THE FORMATION AND RESPONSE TO THE BALKANIZATION OF NETWORK PUBLIC OPINION

网络舆论空间存在着多元话语形态。趋同意见聚集且交流频繁,排斥不同意见,使得多元意见群区隔并存的情况产生,形成了类似地理空间中的巴尔干半岛的分割局面。网络舆情巴尔干化的形成原因较为复杂,有真相未至与舆论引导的缺失、个人归属需求与群体意见分化的价值错位、算法推荐打造的“我的日报”等。在此基础上造成了人的价值理性失落、社会舆论的引导失灵、社会秩序的失序等多重不利后果。基于此,需要我们从强化舆论引导、呼唤价值理性、填补技术漏洞等方面入手,破除意见壁垒,优化舆论生态。

Multiple forms of discourse occur in the space of network public opinion,where similar opinions converge and flourish to exclude other opinions.As a result,diverse opinions coexist and differentiate in groups to form a fragmentation similar to the Balkan Peninsula geographically.The Balkanization of network public opinion is formed by multiple complex factors,for instance,the environmental factors with no truth and the lack of guidance,the internal factors such as the individual need for affiliation and value choice,and the technical factors like the loopholes in algorithm recommendation.These factors cause multiple adverse effects such as loss of value rationality,failure of public opinion guidance and social disorder.Based on the analysis,suggestions are made to strengthen the public opinion guidance,appeal to value rationality,solve technical loopholes and so on,in order to remove barriers among opinions,and improve the ecology of public opinion.
