突发事件应急建档策略研究——美国档案工作者协会应急建档指南的启示

为解决突发事件应急建档的方法问题,通过对美国档案工作者协会应急建档指南的文本分析,从事前筹备、应急响应、事后完善与长期管理的建档流程和保障措施两方面解析其实践要素。由此提出结合我国实际的突发事件应急建档策略:加强应急建档主体的高效联动与动态协调;立足突发事件的实际特点设计灵活的管理流程,深化针对跨媒介、多形式信息对象的具体规范;构建全面的应急建档保障体系,以期推动应急建档理论与实践的发展。

In order to address the methodological issues of emergency archiving,this article clarifies the practical methods for emergency archiving in terms of processes and supporting measures during the process of prepreparation,immediate response,follow-up and long-term management based on the text analysis of Documenting in Times of Crisis Toolkit by Society of American Archivists.Therefore,the following strategies for emergency archiving in China are presented:strengthen the dynamic coordination of multiple subjects;design flexible archiving processes based on the characteristics of emergencies;specify the guidance on managing various objects;and build a comprehensive supporting system,hoping to promote the development of emergency archiving strategies in both theories and practices.
