摘要 共有产权房成为满足中低收入家庭产权刚需、完善“租购并举”制度不可或缺的部分。但是房价上涨趋势下,共有产权房计价基础的普遍提高(从经适房到限价房)以及封闭运行模式的提出,使它与不同群体的需求更加错位。在此背景下,本文引入住房资产积累-可承担性分析框架,建议针对中等收入的“上夹心”和中低收入的“下夹心”目标群体,分别提供资产积累大于可承担性、不封闭运行的,和可承担性大于资产积累的、封闭运行的两种不同的共有产权住房产品。 Shared homeownership(SH)has become an indispensable part of the‘simultaneous rent and purchase’housing system,as it provides the important means for low-and middle-income families to secure their home ownership.However,under the pressure of rising housing prices,the pricing basis of SH has shifted from cheap economic and comfortable housing to more expensive price-limited housing in general.Together with the proposed model of circulating only among eligible families,SH becomes more misaligned with the needs of different groups.Based on the housing asset building-affordability framework,this paper proposes two different SH products to meet different needs of target groups.One is more affordable but with low asset building capability,and circulating only among eligible low income families.Another is with stronger asset building capability but lower affordability,tradable on open market and targeting the middle-income families.
