碳达峰、碳中和工作面临的形势与开局思路

Situation and Start-up Thought of Carbon Peaking and Carbon Neutralization

碳达峰、碳中和工作为新发展阶段中国低碳发展确立了新目标、注入了新动力,符合中国低碳发展战略内在演化逻辑。尽管已经具备了良好的物质基础和完善的制度体系,但碳达峰、碳中和工作仍有一些明显短板亟待补齐。碳达峰、碳中和工作开局应围绕高质量发展,不断提升低碳技术创新水平、充分考虑地区差异性和协同性、加强国际合作、动员全社会力量,促进低碳发展与供给侧结构性改革深度融合,并进一步完善相关政策体系和体制机制。

Carbon peaking and carbon neutralization(CBCN)set new targets and inject new power for China’s low carbon development in the new development stage and they are in accord with the internal evolution logic of China’s low carbon development strategy.Though the CBCN have had sound material basis and relatively perfect institution system,there are still some urgent problems needed to be solved.Startup of the CBCN should focus on high quality development by continuously improving low carbon technological innovation level,fully considering of differences and synergy between regions,enforcing international cooperation and mobilizing the whole society,deeply integrate low carbon development with supply-side structural reform and further improve related policy system and mechanisms.
