数字经济下的城乡融合发展财政政策取向研究

Research on the Fiscal Policy Orientation for Urban-Rural Integrated Development in the Context of the Digital Economy

构建城乡融合发展机制需前瞻性地考虑经济数字化趋势,抓住经济数字化带来的时代机遇、破解难题挑战,充分运用新兴技术与政策红利,打通和发掘更多城乡一体化市场,为农业农村发展数字化赋能。经济数字化背景下促进城乡融合发展的财政政策应“以人为本”,完善城乡基本公共服务供给的体制机制,促进城镇化、工业化、数字化协同发展。具体财政政策措施包括中央财政加强对城乡融合政策的顶层设计,推动数字财政建设;统筹推进城乡数字基础设施发展;统筹推进“数字乡村”与“新型智慧城市”建设;地方政府设立“数字乡村”专项引导基金;支持有条件的地区开展“城乡数字化融合”试点示范等。

To construct the urban-rural integrated development mechanism,we need to consider the trend of economic digitization in a forward-looking manner,seize the opportunities of the times and solve the problems and challenges brought by economic digitization,make full use of emerging technologies and policy dividends,open up and explore more urban-rural integration markets,and enable the development of digital agriculture and rural areas.Under the background of economic digitization,the fiscal policy designed to promote the urban-rural integrated development should"put people first",improve the system and mechanism for the supply of urban and rural basic public services,and facilitate the coordinated development of urbanization,industrialization and digitization.The specific fiscal policy measures are as follows.First,the central government will strengthen the top-level design of urban-rural integration policy to promote digital finance,and make overall plans for increasing urban-rural digital infrastructure and building"digital village"and"new smart city";second,the local governments should set up a special guidance fund for"digital village",and support qualified regions in carrying out the pilot project of"urban-rural digital integration".
