党的十九届五中全会提出,优先发展农业农村,全面推进乡村振兴。城乡融合发展是乡村振兴的治本之策,也是开启全面建设社会主义现代化国家新征程的重要举措。在产业转型和技术变革加速推进的时代背景下,新技术变革在为实现城乡融合发展、塑造新型城乡关系奠定生产力基础、提供"物"的支撑的同时,也吁求适应其发展需要的"人"的力量支撑和"治理"能力保障,从而使"人""物""治理"诸要素有效地组成有机整体,共同推动新型城镇化高质量发展和乡村全面振兴。

The Fifth Plenary Session of the 19th CPC Central Committee proposed giving priority to the development of agriculture and rural areas and promoting rural revitalization in an all-round manner.The urban-rural integrated development is not only the fundamental policy for rural revitalization,but also an important measure to embark on the new journey of building China into a modern socialist country in all respects.Under the background of accelerated industrial transformation and technological change,new technological change not only lays the foundation of productivity and provides"material"support for the realization of urban-rural integrated development and the shaping of new urban-rural relationship,but also calls for the support of"people"and the guarantee of"governance"capability adapting to its development needs,so as to effectively form an organic whole consisting of the"people","materials"and"governance"and promote the high-quality development of new urbanization and the all-round revitalization of rural areas.
