Shift of the Governance Paradigm of International Public Opinion Ecosystem from the Perspective of Global Governance

长期以来,国际舆论生态格局呈现出“西强东弱”的特点。随着新兴经济体和发展中国家整体实力的提升和文化自觉,这一不平衡状态和格局亟待重新审视和调整。移动互联时代,应摒弃冷战思维主导下的对抗模式和理想化的全球“公共领域”建构主张,以“融通”观念为核心,构建融通中外的话语体系,提升中国话语的国际传播力和舆论影响力,构建基于人类命运共同体理念的全球舆论生态治理中国方案。

For a long time,the pattern of international public opinion ecosystem has shown the characteristic of the"West prevailing over the East".With the improvement of the overall strength and cultural consciousness of the emerging economies and developing countries,this imbalance and pattern needs to be re-examined and adjusted.In the era of mobile Internet,we should abandon the confrontation mode dominated by the Cold War thinking and the idealistic construction of the global"public sphere",take the"connectivity"concept as the core,establish a discourse system connecting China and the foreign countries,enhance the international communication power and public opinion influence of the Chinese discourse,and make a Chinese plan for global public opinion ecosystem governance based on the concept of human community with a shared destiny.
