加强对领导干部“八小时之外”的有效监督

Implementing Effective Supervision of Cadres After-work Activities

腐败是与权力紧密联系在一起的,而掌握权力的是各级各类领导干部。个别领导干部成为腐败分子,主要原因是疏于对权力的制约和监督,特别是疏于对领导干部“八小时之外”的有效监督。新时代,确保对领导干部“八小时之外”的有效监督势在必行,也存在法规依据。为一体推进不敢腐、不能腐、不想腐体制机制建设,夺取反腐败斗争彻底胜利,必须找到对领导干部“八小时之外”进行有效监督的合理路径:要抓住“关键少数”“关键时期”“关键地方”,在人、时间、地点方面进行重点监督;要加强制度设计,创新监督机制,找到管住领导干部的办法;要加强领导干部思想引领,提高内在素质,增强自律意识。

Corruption is closely linked with power,and the leading cadres at all levels are in charge of power.The main cause for their becoming corrupt is the lack of restriction and supervision on their power,especially the lack of effective supervision of their after-work activities.Implementing effective supervision of their after-work activities in the new era has become imperative and is legally founded as well.For the wholesale promotion of the atmosphere of“not daring to corrupt,not able to corrupt,and not willing to corrupt”to win a thorough-going victory over corruption,a reasonable path has to be found for the effective supervision of the cadres’after-work activities:Supervision to be focused on the person,time and place,emphasizing the“key few”,“key periods”and“key places”.Methods to be found for the management of cadres with strengthened systems,and innovated mechanisms.Internal abilities and self-discipline to be improved with improved ideological guidance.
