完善警务督察制度的探讨

On the Perfection of Police Supervision System

针对警务督察制度执行中存在的问题,提出完善我国警务督察制度的对策,分别为明确警务督察制度督察的对象——强调“对事不对人”;建立警务督察中的回避制度——改变“左手监督右手”;充分重视警务的信息化监督——搞好“网上监督”;完善制度化监督——没有“谁和谁过不去”;注重警务监督成果的应用——切实“提高执法效果的导向作用”,以期达到治理警察渎职腐败、滥用权力,以及从严治警、维护司法公正、树立监狱形象的目的。

in view of the problems existing in the police supervision system,this paper puts forward countermeasures to improve the police supervision system of our country,which are to make clear the objects of the police supervision system supervision—to emphasize that“it is not right for people to do things”;to establish the avoidance system in the police supervision—to change the“left hand supervision right hand”;to pay full attention to the informatization supervision of the police—to do a good job in the“online supervision”;to improve the system;to the application of the police’s supervision results—“improve the guiding role of law enforcement effect”.In order to control the police’s malfeasance,corruption,abuse of power,strictly control the police,maintain judicial justice and set up the image of prison.
