县域公共文化服务政策执行满意度提升研究——基于重庆市北碚区的问卷调查分析

Research on Improving the Satisfaction of County Public Cultural Service Policy Implementation:Based on the Questionnaire Survey Analysis of Beibei District,Chongqing

论文基于重庆市北碚区17个乡镇(街道)的实地调查数据,利用描述性统计、相关性分析、回归模型,从政策科学性、政策执行环境、政策执行人员等六个因素对县域公共文化服务政策执行满意度及影响因素进行分析。研究发现:当前居民对县域公共文化服务政策执行的总体情况基本满意;政策科学性、执行环境、执行人员及目标群体因素对县域公共文化服务政策执行满意度存在显著的促增作用,但政策执行资源与执行机构对其提升效果却并不显著。对此,应积极营造良好政策执行环境,切实保障政策科学性,同时全面提升政策执行人员素养,努力激发群众参与热情,以期提升县域公共文化服务政策执行满意度。

Based on field survey data of 17 towns(streets)in Beibei District,Chongqing City,using descriptive statistics,correlation analysis,and regression models,the county’s public cultural service policies are evaluated from six factors including policy science,policy implementation environment,and policy implementation personnel.Implementation satisfaction and influencing factors are analyzed.The study found that:current residents are basically satisfied with the overall situation of county public cultural service policy implementation;policy science,implementation environment,executive personnel,and target group factors have a significant role in promoting satisfaction with county public cultural service policy implementation,but policy implementation of resources and implementing agencies on its improvement is not significant.In this regard,we should actively create a good policy implementation environment,effectively ensure the scientific nature of the policy,and at the same time comprehensively improve the quality of policy implementation personnel,and strive to stimulate the enthusiasm of the people to participate,so as to improve the satisfaction of county public cultural service policy implementation.
