公立医院行政后勤机构大部制改革的探索与思考 被引量:5

摘要 目的通过公立医院行政后勤机构大部制改革解决公立医院普遍存在的机构臃肿、人浮于事等问题,建立优质高效的医疗服务体系,加快实现"病有良医"目标。方法制定大部制改革方案后按分步原则逐步推进,经自荐、民主推荐、考察、公示等流程,首先完成一级科室干部聘任,随后再分两批完成下属科室干部聘任。结果一级科室由24个精简为10个,部门总数由36个减少为22个,干部职数由55个核减为45个,岗位系数最高值和最低值之间的差距由0.30增加至0.67,40岁以下干部占比由2%提升至14%,研究生学历人员占比由8%提升至14%,医院树立了正确用人导向。结论本次大部制改革符合现代医院管理制度要求,达到减员增效效果,为建立优质高效医疗服务体系提供解决方案,可为其他公立医院改革提供有益参考。 Objective Explore the restructure reform of administration and logistics departments in a public hospital in order to solve the common existing problems such as huge organization and overstaffing and then establish a high efficient health service system to accelerate the realization of the goal that high-quality health service is available for the sick.Methods The reform scheme was made out and advanced step by step.Based on self recommendation,democratic recommendation,assessment and public announcement,the first level department cadres were appointed.Then the subordinate department cadres were appointed in two steps.Results The number of the first level department was cut from 24 to 10 and the total department number was reduced from 36 to 22.The number of positions and posts was also reduced from 55 to 45.The position coefficient gap between the highest and the lowest one was widened from 0.30 to 0.67.The proportion of cadres under 40 was increased from 2%to 14%while the proportion of cadres with postgraduate diploma was increased from 8%to 14%.Besides,a correct personnel selection orientation was established.Conclusion This restructure reform of administration and logistics departments in public hospital met the requirement of modern hospital management system and achieved the effect of downsized staffs and improved efficiency.It also provided a solution for establishing a high-quality and high-efficiency health service system and provided a meaningful reference to those interested in public hospital reform.
