从纪检监察视角对公立医院科研经费管理现状分析与对策建议

Analysis on the current situation of management of scientific research funds in public hospitals from the perspective of discipline inspection and supervision and recommendations on countermeasures

随着国家对医院科研越来越重视,科研支持力度和资金扶持规模也越来越大。科学规范地开展科研管理工作,用好科研经费,促进科研成果输出与转化利用是科研管理的根本方向和目的。本文通过调研某院近三年的科研立项规模、经费来源结构和支出去向、研用材料的采购途径与使用管理、科研专职实验人员管理等现况,分析查找医院科研管理中的不足环节及存在问题,提出科学管理科研专职人员、规范研用材料的采购和使用、加强科研预算经费使用监管等方面的建议,旨在防范廉洁风险和制度漏洞,促进医院科研规范管理。

As the state pays more and more attention to hospital scientific research,the scale of scientific research support and financial support is on the rise.It is the fundamental direction and purpose of scientific research management to carry out scientific research management,make good use of scientific research funds,and promote the export and transformation and utilization of scientific research achievements.In order to prevent the risks and loopholes of probity and system and promote the standard management of scientific research in hospitals,this paper puts forward some suggestions on scientific management of scientific research professionals,standardizing the procurement and use of research materials and strengthening the supervision of the use of scientific research budget funds.
