基于基尼系数和泰尔指数的广东省护理人力资源配置公平性分析 被引量:5

摘要 目的分析2019年广东省护理人力资源配置的公平性,为合理配置护理人力资源提供依据。方法采集广东省2019年统计年鉴数据,采用基尼系数(Gini coefficient)、泰尔指数(theil index)、洛伦兹曲线(Lorenz)评价各区域护理人力资源配置公平性。结果全省医护比1∶1.2、床护比1∶0.7,每千人口护士数3.10,低于全国平均水平(3.18)。护理资源按人口分配的基尼系数为0.170,按面积配置的基尼系数为0.566,泰尔系数分解结果显示,护理资源按地理配置的组间泰尔指数大于组内,差异贡献率主要来源于组间。结论广东省护理资源人均占有量不足,护理人力资源按人口配置总体公平性良好,但需要关注区域间差异引起的按面积配置不公平性。 Objective To analyzes the equity of nursing manpower resource allocation of Guangdong province in 2019 and provide basis for rational allocation of nursing manpower resources.Methods The data of questionnaire of medical and health organization were collected.Gini coefficient,Theil index and Lorenz curve were used to evaluate the equity of nursing manpower resource allocation.Results The ratio of physicians to nurses was 1:1.2,and the bed-to-nurse ratio was 1:0.7,the registered nurses per thousand people(3.10)in Guangdong province were lower than that of the national average(3.18).Gini coefficient according to the resident population and geographical area were 0.170 and 0.566,Theil index calculated by geographical area decomposition showed that differential contribution rate mainly comes from within the group.Conclusion The per capita quantity of nursing manpower resources in Guangdong province were insufficient,the allocation of nursing resources according to population was fair on the whole.But we should put more attention to regional difference.
