环境规制和技术创新对工业二氧化硫排放的影响研究——以长三角地区为例 被引量:4

Analysis of the Impact of Environmental Regulation and Technological Innovation on Industrial SO_(2) Emissions——A case study of the Yangtze River Delta Region

摘要 长三角地区作为中国经济发展最发达的经济区之一,也存在着严重的环境问题。生态文明建设应与经济发展并驾齐驱,二者都是可持续发展中不可缺少的。基于我国长三角地区2003—2018年的41个地级市面板数据,以及拓展的STIRPAT模型以及环境库兹涅兹(EKC)理论,利用完全修正最小二乘法(FMOLS)和动态最小二乘法(DOLS)方法对环境规制和技术创新对长三角地区地级市工业SO_(2)排放的影响进行实证分析。根据回归结果,经济增长和环境规制与工业SO_(2)排放之间存在非线性的倒U型关系。技术创新促进了SO_(2)排放,在环境规制约束下,技术创新对工业SO_(2)减排有间接的积极作用。外商直接投资(FDI)有利于降低SO_(2)排放,在长三角地区存在“污染光晕”效应,但是环境规制会阻碍FDI流入,减少绿色技术溢出。在样本区间内,人口规模、教育对SO_(2)没有显著影响。基于研究结论,政府需要制定合理的环境规制强度促进绿色创新技术发展,并吸引高水平FDI,加大科技投资,加强绿色研发,提升区域教育水平,优化产业结构,降低环境污染。 As one of the most developed economic zones in China,the Yangtze River Delta region also have some serious environmental problems.Ecological civilization construction should keep pace with economic development,both of which are indispensable in sustainable development.This paper place contribution to the existing literature by analyzing the impact of environmental regulation and technological innovation on industrial SO_(2)emissions across Yangtze River Delta region by utilizing the panel data of 41 cities from 2003 to 2018.This paper employed STIRPAT model and the Environment Kuznets Curve(EKC)theory to get better understanding of the relation by using Fully-modified OLS(FMOLS)and Dynamic OLS(DOLS)regression techniques.The results indicates that:there exists a nonlinear inverted U-shaped relationship between economic growth,environmental regulation and industrial SO_(2)emissions;Technological innovation has contributed to SO_(2)emissions.However,under the constraints of environmental regulations,technological innovation has an indirect positive effect on SO_(2)reduction.Foreign direct investment(FDI)tends to reduce SO_(2)emissions,and therefore confirming pollution“Pollution Halo”hypothesis,but environmental regulation will hinder FDI inflows and reduce green technology spillover.Furthermore,the population size and education does not exerts any significant effect on SO_(2)emissions.Based on the conclusion,the paper suggests that the government needs to formulate reasonable environmental regulation intensity to promote the development of green innovation technology,attract high level FDI,increase investment in science and technology,strengthen green research and development,optimize the industrial structure,and improve regional education level to reduce environmental pollution.
