京津冀水源涵养功能区绿色发展现状、问题与推动路径——以张家口市为例

A Study on the Current Situation,Problems and Promotion Path of Green Development of the Functional Area of Water Conservation in Beijing,Tianjin and Hebei——Taking Zhangjiakou as an Example

近年来,张家口市制定和实施了一系列的绿色发展政策和措施,并取得明显成效,但仍存在生态环保形势严峻、绿色发展体系不够完善、乡村人居环境支撑基础薄弱以及居民绿色环保意识不强等问题。在系统总结和评估张家口绿色发展现状和问题的基础上,结合京津冀水源涵养功能区战略需要,系统地提出了张家口绿色发展的推动路径,为加快建设首都水源涵养功能区和生态环境支撑区提供理论支撑。

As one of the areas for the construction of the functional area of Beijing,Tianjin and Hebei water conservation,Zhangjiakou influences the effect of water conservation,sand blocking and air purification for Beijing.In recent years,Zhangjiakou has formulated and implemented a series of green development policies and measures,which have achieved obvious results.However,there are still some problems,such as the severe situation of ecological and environmental protection,the imperfect green development system,the weak support foundation of rural human settlements,and the weak awareness of green consumption and life of residents.Based on the systematic summary and evaluation of the current situation and problems of the green development of Zhangjiakou,combined with the strategic needs of the functional area of Beijing,Tianjin and Hebei water conservation,the paper suggests the promotion path of the green development of Zhangjiakou,providing a theoretical support for the construction of the functional area of water conservation and the support area of ecological environment of the capital.
