治理现代化视角下社会工作介入突发公共卫生事件的实践及反思——以新冠肺炎疫情防控为例

Practice and Reflection on Social Work Intervention in Public Health Emergencies from the Perspective of Governance Modernization--Take the Prevention and Control of COVID-19 for Example

创新社会治理、提升公共安全是新时代社会治理现代化的本质要求,社会工作是社会治理创新中的重要参与者,与治理现代化具有高度的契合性。在突发公共卫生事件中,社会工作运用专业技术整合多元服务主体,分级分类提供专项服务,为有需要的群众提供支持型的紧急介入、协同型的社区干预、整合型的资源调配、补充型的定点关注等服务。本文通过对一线服务的总结和反思,尝试构建社会工作嵌入社会治理共同体的综融型服务模式,提升社会工作服务的社会化、精细化、专业化,更好地为实现并发展社会治理现代化服务。

Innovation in social governance and improvement of public security are the essential requirements of the modernization of social governance in the new era.Social work is an important participant in the innovation of social governance,which is highly compatible with the modernization of governance.In public health emergencies,social work uses professional technology to integrate multiple service subjects to provide special services by classification,which provide support type emergency intervention,collaborative community intervention,integrated resource allocation,supplementary targeted attention and other services for the masses in the epidemic area.We try to build a comprehensive service model with social work embedded in social governance community by summing up front-line service.In order to promote the socialization,refinement and specialization of social work services to better serve the modern social governance.
