摘要
2020年初,新冠肺炎疫情在全球突然蔓延的情况下,教育部发出通知要求各级各类学校采取“停课不停教、停课不停学”的线上教学的“临时应急措施”。这个措施的出台在社会上引起了震动,原因在于它持续的时间长,影响面大,对学生、教师、家长、学校乃至社会都提出了新的要求;同时,对我国公共教育服务体系的应急保障能力和水平是一次大检阅。通过观察疫情防控期间我国公共教育服务平台的运行,发现公共教育服务平台建设方面暴露出许多问题。未来公共教育服务平台可考虑“平战结合”的建设道路,构建可长期运行、可有效应对突发情况的公共教育服务体系。
In the context of sudden spread of COVID-19 outbreak in early 2020,the Ministry of Education in China issued a"temporary emergency measure",requiring schools at all levels and types"keep learning in educational disruption".This is a new and huge challenge to all educational stakeholders and our emergency support ability and level of public education service system.The author examined the operation of public education service platform in the early stage of the epidemic control and discovered its main problems.Accordingly,a strategy of"Combining peacetime with special period"is put forward in order to construct more efficient public education service platform.
