摘要
新冠肺炎疫情属于突发公卫事件,对2019年刚建立的国家三级公立医院绩效考核影响很大。作为全年考核,若使用1—4月份数据,会影响到数据质量。即使疫情过后,公立医院也面临经济运营困难。公立医院只有及时转变理念和行为,在现有绩效考核分配的基础上,以国家三级公立医院绩效考核工作为指引,通过加强内控不断调整完善院内绩效考核、评价和薪酬分配方案,实现外部绩效考核引导院内绩效管理,推动医院科学管理和精细管理。
The pneumonia epidemic in COVID-19 is a public health emergence,it has a great impact on the performance appraisal of the national tertiary public hospitals just established in 2019.As an annual assessment,it will affect the data quality if use data from January to April.Public hospitals are also facing a dilemma of revenue and expenditure even after the outbreak.Public hospitals can only change their ideas and behaviors in time,guided by the performance appraisal of national tertiary public hospitals,then adjust and improve the performance appraisal,evaluation and salary distribution plan in the hospital by strengthening internal control,realizing external performance appraisal and guiding hospital performance management,promote scientific management and fine management of hospitals.
