财富质量对解放和发展生产力以及中国经济高质量发展具有重要影响。基于结构性视角,以生产力为导向界定财富质量的内涵,阐释其通过增进发展效率、优化发展环境和升级发展动力来提升经济发展质量的路径和机理。以公共财富-私人财富比衡量的国民财富质量应保持在合理区间以协调政府和市场的资源配置职能,激发劳动生产积极性,解放生产力、增进经济发展效率。以公共资产-公共负债比表征的公共财富质量能够平衡公共产品供给-公共债务风险,引发消费和投资驱动增长效应,优化生产关系和经济发展环境。以继承性财富-创造性财富比度量的私人财富质量会释放创新效应、扩散效应和流动效应,发展生产力,升级经济发展动力。

The wealth quality has an important impact on the liberation and development of productivity and the high-quality development of China's economy.Based on the structural perspective,this paper defines the connotations of national wealth quality under the guidance of productivity,and interprets its path and mechanism to promote economic development quality by improving development efficiency,perfecting development environment and upgrading development impetus.The quality of national wealth measured by the ratio of public wealth to private wealth should be maintained in a reasonable domain to coordinate the resource allocation functions of the government and the market,stimulate laborers'enthusiasm,liberate productivity and increase economic development efficiency.The quality of public wealth represented by the ratio of public assets to public liabilities can balance the quantity of public goods to the risk of public debt,initiate the effect of consumption and investment-driven growth,and optimize production relations and economic development environment.The quality of private wealth measured by the ratio of inherited wealth to creative wealth can develop productivity and improve the quality of economic development by releasing innovation effect,diffusion effect and mobility effect.
