摘要
基于人力资本理论与技术创新理论,利用2008-2017年30个省级行政区的面板数据,建立固定效应模型和面板门槛回归模型,实证检验了环境规制在人力资本对绿色技术创新影响中的作用机制。研究结果表明:人力资本投资对绿色技术创新具有显著的正向效应,且教育投资比健康投资更显著促进地区绿色技术创新,但环境规制力度较强时,人力资本对绿色技术创新的促进作用被显著削弱,当环境规制强度超过门槛值0.9701时,人力资本对绿色技术创新由促进作用变为抑制作用。因此,要确定适当的环境规制强度,发挥人力资本投资对绿色技术创新的促进作用。
Based on the theory of human capital and technological innovation,using panel data of 30 provinces and autonomous regions in China from 2008 to 2017,this article establishes a fixed effect model and a panel threshold regression model to examine the mediating mechanism of environmental regulation in the impact of human capital on green technology innovation.The results show that human capital investment has a significant positive effect on green technology innovation,and education investment is more significant than healthy investment in promoting regional green technology innovation.However,when the strength of environmental regulation is stronger than before,the promotion of human capital investment on green technology innovation is significantly weakened.When the intensity of environmental regulation exceeds the threshold of 0.9701,human capital has changed from promoting to inhibiting green technology innovation.Therefore,we need determine the appropriate environmental regulation intensity and increase the role of human capital investment in promoting green technology innovation.
