优化国土空间布局,需要坚持“三大效益”统一,兼顾集中性与平衡性,建立科学的国土空间规划体系,重点做好生态空间和土地的管控。新时代促进区域协调发展,要以效率目标为主导,发挥区域重大战略的引领和带动作用,建立区际利益共享机制和权威高效的组织协调机制。推进以人为核心的新型城镇化,应调整优化城镇区域布局、城镇规模体系和城镇功能结构,使城市更健康、更安全、更宜居。

To optimize the spatial layout of territory,we need to adhere to the unity of"three benefits",give consideration to concentration and balance,establish a scientific spatial planning system for the territory,and focus on the management and control of ecological space and land.To promote regional coordinated development in the new era,it is necessary to take the efficiency goal as the leading role,give full play to the leading and driving role of major regional strategies,and establish inter-regional interest sharing mechanism and authoritative and efficient organization and coordination mechanism.To promote a new type of people-centered urbanization,we need to adjust and optimize the regional layout,scale system and functional structure of cities and towns,so as to make cities healthier,safer and more livable.
