面向2020年后促进新型城镇化与产业结构升级联动研究

Research on Promoting the Interactive Linkage between New Urbanization and IndustrialStructure Upgrading after 2020

我国已进入城镇化工业化后半场,经济发展形态、质态和结构等均发生系统性深刻变化。重大生产力布局与人口流动、劳动生产率提高与人力资本提升、新技术新产业新业态新模式发展和城乡规划建设新动向均将深刻影响新型城镇化和产业结构升级。构建新型城镇化与产业结构升级联动作用机理模型,提出新型城镇化和产业结构升级联动存在供需平衡、投资联动和要素集散三大效应。以主要影响因素趋势性分析为导向,研究提出未来促进新型城镇化与产业结构升级的任务主要包括:加快新型城镇化与产业发展布局优化调整、系统性提升城镇宜居宜业程度、以地市中心城区和县城为主要载体推动城乡融合发展、促进智能城市与数字经济协同升级发展、因地制宜推动规划建设科学城及新应用场景等人口和经济集聚新载体、加强人力资本供给等。围绕引导人口和产业有序集聚、完善基础设施网络体系建设、推进重点城镇化区域安居乐业、实施劳动技能培训提升行动、鼓励民间资本参与新型城镇化和产业结构升级主战场、强化制度保障等方面提出实施一批重大改革举措建议。

China has entered the second half of urbanization and industrialization,whose form quality and structure of economic development are changing systemically and profoundly.The major productivity layout population mobility,labor productivity increase and human capital increase,development of the new technologies,new industries,new business forms and new models,new trends in urban and rural planning and construction are all the important influencing factors to promote the new urbanization and industrial structure upgrading.By constructing a mechanism model of the interactive linkage between new urbanization and industrial structure upgrading,it is proposed the three major effects including the balance of supply and demand,investment linkage,and factor distribution.Guided by the trend analysis of the main influencing factors,the study puts forward the major tasks of promoting new urbanization and industrial structure upgrading in the future,including to accelerate the optimization and adjustment of new urbanization and industrial development layout,to systematically improve the livability and workability of cities and towns,to promote the integrated development of urban and rural areas in central cities and counties,to promote the coordinated upgrade between the smart cities construction and digital economy development,to plan and build science cities and new application scenarios for the agglomeration of population and economic factors according to local conditions,and strengthen the supply of human capital.Finally,major reform measures have been implemented to focus on guiding the orderly agglomeration of population and industries,improving the construction of infrastructure network systems,promoting key urbanization areas to carry a comfortable life and work,implementing labor skills training and upgrading actions,encouraging private capital to participate in the main battlefield of new urbanization and industrial structure upgrading,and strengthening institutional guarantees.
