基于DEA模型综合性医院卫生资源配置效率研究

Research On Health Resource Allocation Efficiency in General Hospitals Based on DEA Model

[目的]综合性的医院,其在国家整体医疗卫生系统中占有基础性地位,对医疗市场的资源分配起着风向标的作用。综合性医院开展资源配置效率的研究,有助于完备国家的医疗卫生服务功能。医保具有重要意义。[方法]从机构、床位、劳动力以及经费等投入指标着手,以社会的运营效应、经济的产出数据、患者对医疗机构的反馈等作为产出指标,运用DEA模型对综合性医院卫生资源配置的效率问题进行分析,并提出效率优化解决策略。[结果]C2R模型用于求出单元配置的总体效率,而BC2模型用来衡量纯技术和规模效率。通过对综合性医院卫生资源需求分析说明,综合性医院卫生资源上升趋势放缓,床位数也逐年下降。[结论]为政府改善综合性卫生资源配置效率提高决策建议,也为改善综合性卫生系统发挥效益、实现卫生事业在资源合理化配置下的可持续发展提供了方法学参考。

[Objective]As the main undertaker of medical and health services,the development and improvement of general hospitals are of great significance to effectively meet the growing needs of the people for medical services and to realize the health insurance for all.[Methods]Starting from the input indicators of institutions,beds,labor and funds,and taking operational efficiency,economic effect and social response as output indicators,the DEA model was used to analyze the efficiency of health resource allocation in general hospitals,and put forward efficiency optimization strategies.[Result]C2R model was used to calculate the overall efficiency of cell allocation,while BC2 model was used to measure pure technology and scale efficiency.Through the analysis of the demand for health resources in general hospitals,the rising trend of health resources in general hospitals is slowing down,and the number of beds is also decreasing year by year.[Conclusion]It provides a methodological reference for the government to improve the allocation efficiency of comprehensive health resources,improve the efficiency of comprehensive health system,and realize the sustainable development of health services under the rational allocation of resources.
