生态文明背景下的“无废城市”建设路径分析

“无废城市”是中国生态文明建设的一项重大举措,也是实现城市高质量发展的重要内容。文章系统梳理了“无废城市”概念及其在中国的发展演变,并重新审视“无废城市”的循环经济内涵及其发展的阶段性特征。文章认为循环经济是一种资源发展战略,而“无废城市”是一种新型城市管理模式,是生态文明背景下城市发展模式的全方位绿色变革。在生态文明建设的背景下,“无废城市”建设要以新发展理念为引领,坚持问题导向,注重创新驱动,从人本化、循环化、市场化、法制化四个维度加快推进制度、机制和模式创新,实现重点突破与整体创新,促进形成“无废城市”建设长效机制。从实践层面来看,当前中国“无废城市”试点要加快绿色产品、生态设计和服务经济的体系和制度建设。
