资源整合与利益共享的乡村旅游发展路径——以陕西袁家村为例

Rural Tourism Path Exploration Based on Resource Integration and Benefit Sharing——Taking Yuanjia Village in Shaanxi as An Example

实施乡村振兴战略是党的十九大的重大决策部署,是新时代"三农"工作的总抓手。针对城乡统筹和乡村振兴背景下的乡村旅游问题,以陕西袁家村为例,梳理了其发展乡村旅游的基本做法:一是坚守为民初心、共同致富奔小康;二是创新治理机制、共建共享有活力;三是推动产业融合、精心培育产业链;四是强化道德建设、传承文明蕴和谐。袁家村发展乡村旅游的成功机理在于:统筹党建与发展,以强党建推动大发展;统筹资源与市场,以好创意创造大市场;统筹利益与治理,以好机制激发大能量;统筹文化与发展,以好文化铸魂大旅游。对袁家村乡村振兴的理论内核进行探解,形成了关于乡村振兴基本规律和重大趋势的若干认知:一体化统筹;融合化发展;股份化经营;组织化壮大;制度化保障。

Implementing the strategy of rural revitalization is a major arrangement made by the 19th National Congress of the Communist Party of China,and is the general leader of the work of“agriculture,rural areas and farmers”in the new era.This article aims at rural tourism under the background of urban-rural coordination and rural revitalization.Taking Yuanjia Village’s rural tourism as an example,it sorts out the basic practices of rural tourism development in this village.The first is to stick to original aspiration of all for people and common well-off;the second is to innovate in governance mechanism to vitalize co-construction and benefit sharing;the third is to promote industrial integration and carefully cultivate the industrial chain;and the fourth is to strengthen moral construction and inherit harmony in civilization.Based on the analysis of the actual effect and far-reaching significance of the development of rural tourism in the village,it is believed that Yuanjia Village has explored effective methods to develop and strengthen the rural collective economy.The successful mechanism of Yuanjia Village’s development of rural tourism lies in:coordinating Party building and development and promoting strong development with strong Party building;Creating a big market;coordinating interests and governance,stimulating great energy with a good mechanism;coordinating culture and development,and creating a great tourism with a good culture.Finally,the theoretical core of the rural revitalization of Yuanjia is explored,and some cognition about the basic laws and major trends of rural revitalization are formed:integrated planning;coordinated development;shareholding-based operation;organizational expansion;and institutional guarantee.
