“慢城”何以“快干”:乡村旅游产业振兴的多元共治路径

How to Make Slow City Grow Fast:A Study on Multi-governance Approach to the Revitalization of Rural Tourism Industry

乡村产业振兴为我国建设社会主义现代化强国提供强大的后劲与潜力,发展乡村旅游是实现乡村因地制宜、绿色可持续发展的创新路径。在运用案例分析法、访谈法对S镇国际慢城项目展开实地调研的基础上,提出政府、市场、社会在乡村旅游产业振兴中协同共治的三维分析框架,指出在组织管理、资源投入和政策指引上以政府为主导的乡村旅游产业振兴存在规划滞后和项目先行,政府政绩主导下盲目开发、旅游产业与乡村发展耦合性偏离等问题。乡村旅游产业振兴应发挥多元主体的协同作用,构建多元主体的合作机制、多方资金的整合机制以及多重利益的协调机制,共同克服管理程序缺乏严格规范、项目投入缺少市场研判、政策指引不力等问题,共同推动乡村旅游可持续发展。

The revitalization of rural industry provides a strong staying power and potential for China to build a modern socialist country.The development of rural tourism is an innovative path to realize green and sustainable development of rural areas in accordance with local conditions.This paper proposes a three-dimensional analysis framework for the revitalization of rural tourism industry by government,market and society on the basis of the field investigation of international slow city projects in S Town by case analysis and interview.Furthermore,it points out that there are some problems in the revitalization of rural tourism industry led by government in terms of organization management,resource investment and policy guidance,such as rushing to carry out projects regardless of planning process,blind development under the motivation of achieving government performance,and the coupling deviation between tourism industry and healthy rural development.The revitalization of rural tourism industry needs giving play to the synergic role of multiple subjects,and constructing the cooperation mechanism of multiple subjects,the integration mechanism of multiple funds and the coordination mechanism of multiple interests to overcome together the problems of lax management procedures,insufficient market research and judgment and ineffective policy guidance,and to jointly promote the sustainable development of rural tourism.
