应急广播预案相关模型研究

Research on Correlation Model of Emergency Broadcasting

为了更好发挥应急广播服务基层群众的效应,本文在对应急广播实际调研的基础上,提出了影响应急广播信息传播效果的多种因素,比如优先级的影响、广播信息的覆盖效益、播发时间长短以及群众对信息播发次数的信任度等。通过对影响因素的分析,建立了优先级处理原则模型、应急广播网络覆盖效益最大化模型及3σ模型,并分别进行了研究。最后研究结果表明,应急信息的传播只有满足相应的条件才能发挥更大的作用。

In order to better play the role of emergency broadcasting in serving grassroots people, based on actual investigation of emergency broadcasting, this paper puts forward several factors affecting effectiveness of emergency broadcasting information dissemination, such as priority influence, coverage benefit of broadcast information, broadcasting duration and people’s trust in the number of information broadcasting etc. Through the analysis of influencing factors, the paper establishes priority processing principle model, emergency broadcasting network coverage benefit maximization model and 3σ model, and studied respectively. Finally, results show that emergency information dissemination can play a greater role only if it meets corresponding condition.
