青岛海关新型冠状病毒肺炎疫情防控SWOT分析

SWOT analysis of the prevention and control of COVID-19 at Qingdao Customs

目的评估青岛海关新冠肺炎疫情防控工作内外部环境因素,提出口岸疫情防控对应策略。方法采用态势分析(SWOT分析)法,对青岛海关新冠肺炎疫情防控工作面临的内部优势和劣势、外部机会和威胁进行客观分析与总结;建立SWOT分析矩阵,提出对策建议。结果青岛海关新冠肺炎疫情防控的优势是疫情防控体系基本完善,口岸卫生检疫技术逐步提升,联防联控机制逐步畅通、防控物资不断加强;劣势是专业人才匮乏,水路口岸疫情防控压力持续加大,信息化建设仍需提高;机构改革、口岸核心能力建设和社会发展是机会;面临的威胁是病例主动申报意识薄弱,口岸传染病防控压力依旧严峻,现行法律法规相对滞后。结论根据SWOT分析结果,应构建全方位的口岸卫生体系,强化专业人才队伍建设,加强国际航行船舶船员检疫管理,加强口岸传染病防控的宣传教育,推动卫生检疫法律法规体系建设,提高传染病防控信息化建设。

Objective To evaluate the internal and external environment of the prevention and control of COVID-19 at Qingdao Customs,and put forward countermeasures. Methods Through SWOT analysis,this article summarized and analyzed the internal strength and disadvantages,external opportunities and threats from the prevention and control of COVID-19 at Qingdao Customs. The countermeasures and suggestions had been put forward based on the established SWOT matrix. Results The advantages of the prevention and control of COVID-19 at Qingdao Customs were the perfect epidemic prevention and control system,the gradually improved health inspection technology,the gradually unblocked joint prevention and control mechanism and constantly strengthened prevention and control materials. The disadvantages were the shortage of professional personnel,the pressure of epidemic prevention and control at waterway ports,and the information system construction still needs to be improved. The institutional reform,construction of the core capacity of ports and social development was opportunities. The threats faced were the weak awareness of active declaration,the severely pressure of prevention and control of infectious diseases at ports and relatively lagging behind the current laws and regulations. Conclusion According to the SWOT analysis,we should build a comprehensive port health system,strengthen the construction of professional team,strengthen the quarantine management of crew on international ships and propaganda and education of infectious disease prevention and control at port. The construction of health quarantine laws and regulations system,as well as the information construction of infectious disease prevention and control should also be improved.
