粟裕是我国无产阶级革命家、军事家。抗战时期,作为苏中抗日根据地的领导,粟裕既要指挥军事,更要建立起足以支撑战争的基础。从保障战争胜利、改善人民生活这一根本基点出发,粟裕结合苏中实际进行深入思考,提出一系列有关财政的方针政策:打破封锁,克服财政困难;发展生产,改善人民生活;根据需要,大力发展军工;厉行节约,反对贪污浪费;健全制度,统一财经机关;培养教育,优化财经队伍。在严酷的战争环境下,粟裕的财政思想对根据地的建设和发展产生了积极影响。

Su Yu is a proletarian revolutionist and strategist in China.During the Anti-Japanese War,as the leader of the Anti-Japanese base in the center of Jiangsu,Su Yu was not only in charge of the army,but also established a foundation sufficient to support the war.Proceeding from the fundamental basis of guaranteeing victory in war and improving the people’s livelihood,Su Yu put forward a series of principles and policies in the light of the actual situation in the region,with the following main contents:breaking the blockade and overcoming financial difficulties;developing production and improving the people’s livelihood;vigorously developing military industry;strictly enforcing economy and opposing corruption and waste;improving the system and unifying the financial and economic organs;training,educating and optimizing the financial and economic personnel.In the harsh environment of the war,Su Yu’s financial thoughts have their characteristics,which has a positive impact on the construction and development of the base area.
