铁路行业在国家反恐怖防范体系建设中属于系统性防控重点,建立和完善与之相匹配的反恐防范行业体系,有利于发挥其行业性系统管理优势和专业技术特点。但铁路行业体系较为单一,不具备独立承担防范任务的能力,和属地体系在诸多层面需要相互弥补和融合。行业体系与属地体系的有效融合,是反恐防范领域条块结合体制的必然要求,也是反恐防范综合体构建中必须要选择的途径。

Rail security is the systemic priority in building the national counter-terrorism system.It has to take advantage of the specific industrial management and technical features to make and perfect an adaptable counter-terrorism strategy.But being a relatively isolated industry line,rails are unable to prevent terrorist attacks on its own.It needs to integrate and merge with the local mechanism in all aspects,which is a basic requirement for horizontal and vertical management,and a necessary route to build the comprehensive counter terrorism system.
