摘要
新加坡在土地所有制和行政体制方面与我国有一定相似性。作为土地资源极为紧缺的城市国家,新加坡通过统筹空间规划与分类开发建设管理两方面的制度设计,充分发挥政府主导作用与市场积极作用,在保证城市空间蓝图相对稳定的前提下,高效管控有限空间资源,提升城市空间品质,引导产业转型升级,实现土地经济价值。我国在国土空间用途管制制度建设过程中应借鉴新加坡经验,加强对集中管控与分类管理、总体规划与详细规划、专业保障和公众参与的统筹,处理好规划实施管理中的"合一"与"专一"、"底线"与"弹性"、"专业化"与"大众化"等三组关系。
Singapore has certain similarities with China in terms of land ownership and administrative system.As a city state with extremely scarce land resources,through the overall planning of the system design from two aspects of the space planning and classified development and construction management,Singapore gives full play to the leading role of the government and the active role of the market,and efficiently manages the limited space resources while ensuring the relative stability of the urban space blueprint,besides,Singapore improves the quality of the urban space,guides industrial transformation and upgrading,and realizes the economic value of land.China should learn from Singapore’s experience in the construction of the territorial space use control system,strengthen the coordination of centralized control and classified management,overall planning and detailed planning,professional protection and public participation,also,we should properly handle the three relationships in the management of planning implementation,which includes"unity"and"specificity","bottom-line"and"flexibility","specialization"and"popularization".
