关于我国自然资源监管体制改革问题的思考

Thoughts on Reform of the Supervision System of Natural Resources in China

自然资源监管体制改革是全面深化改革的重要组成部分,是履行自然资源部"两统一"职责的有力抓手。文章分析了自然资源监管对生态文明体制改革、国家治理体系和治理能力现代化以及"放管服"改革的重要意义;指出自然资源监管领域存在统计标准有差异、监管法律支撑不足、基层执法力量薄弱等问题;从中央和地方、政府和市场、制度惯性和制度变迁、成本和效能四个维度认识自然资源监管中存在的关系;最后在"四个治理"的基础上提出要注重监管的系统性、依法性、综合性和源头性,从而构建起优化协同高效的自然资源监管体系。

The reform of the supervision system of natural resources is an important part of comprehensively deepening the reform,it is also a powerful starting point to fulfill the responsibility of"two unification"of the Ministry of Natural Resources.The paper analyzes the significance of natural resources supervision on the reform of ecological civilization system,the modernization of national governance system and governance capacity,and the reform of"delegate powers and improve regulation and service";It points out that there are some problems in the field of natural resources supervision,such as the difference of statistical standards,the insufficient support of supervision laws,and the weakness of law enforcement at the grass-roots level;From four dimensions including central and local governments,government and market,institutional inertia and institutional change,cost and efficiency,we can understand the relationships existing in the natural resources supervision;Finally,on the basis of the"four governance",it is proposed that the supervision should be systematic,legal,comprehensive and source of guidance,in order to construct an optimized,coordinated and efficient natural resources supervision system.
