Some Thoughts on Deepening the Price Reform of Urban Public Utilities

城镇公用事业直接关系社会公众利益和人民群众生活质量,是事关人民福祉的行业。首先,城镇公用事业价格改革的目标是建立科学、合理、规范的价格形成机制和价格管理机制。其次,通过梳理我国城镇公用事业价格改革进程,阐述党的十八大以来城镇公用事业价格改革取得的显著成效。最后,提出推进城镇公用事业价格改革的政策建议,包括进一步完善公用事业政府定价制度;严格监审定价成本;严格限制城镇公用企业经营范围;加快推进城镇公用事业价格改革步伐等。

Urban public utilities are directly related to the public interest and the quality of life of the people,and are an industry that concerns the well-being of the people. First of all, the goal of urban public utility price reform is to establish a scientific, reasonable and standardized price formation mechanism and price management mechanism. Secondly, by combing through the process of the price reform of urban public utilities in my country, it explains the remarkable results achieved in the reform of urban public utility prices since the 18 th National Congress of the Communist Party of China. Finally, it puts forward policy recommendations for advancing the price reform of urban public utilities, including further improving the public utility government pricing system;strictly monitoring and reviewing pricing costs;strictly limiting the scope of operation of urban public utilities;and accelerating the pace of reform of urban public utility prices.
