欧洲国家智慧城市建设的现状分析

Analysis of the Current Situation of European Smart City Construction

关于智慧城市的定义,国内外学者的意见并不统一,大体上都是从政治、经济、生态、文化和技术5个方面来阐述。全球在信息技术普及后,形成了智慧城市建设的热潮,其中欧洲国家智慧城市建设的政策和项目领先于全球。法国的数字计划、爱尔兰都柏林的SmartBay项目、斯德哥尔摩的智能交通系统等都采用了政府引导—企业参与—公众驱动的治理创新模式,即一整一跨,也就是整体推动和跨区域合作战略。然而,我国目前在智慧城市的实践和建设方面尚未具备完善的系统,可以从欧洲国家的实践中汲取一定的建设经验,在“一带一路”倡议背景下发展我国智慧城市建设。

Scholars at home and abroad have different opinions on the definition of smart city.Generally speaking,it is expounded from five aspects:politics,economy,ecology,culture and technology.After the popularization of information technology in the world,there has been a boom in the construction of smart cities,among which the policies and projects of European countries lead the world.The digital initiative in France,the SmartBay project in Dublin of Irish,and the smart transport system in Stockholm have all adopted the innovation model of government led,business participation,public-driven,which is a whole span,namely the overall promotion and cooperation strategy.However,China does not have a complete system for the practice and construction of smart cities yet,so we can draw some experience from the practice of European countries and develop the construction of smart cities in China under the background of the“Belt and Road”initiative.
