Dynamic Coordination of Demand-side Management and Supply-side Structural Reform under the New Development Pattern

在日益错综复杂的国内外形势下,构建新发展格局需要在坚持供给侧结构性改革这条主线的前提下注重需求侧管理,实现需求侧管理与供给侧结构性改革的动态协同,这是对我国宏观经济调控理论创新和实践经验的最新提炼和统一。新发展格局下需求侧管理与供给侧结构性改革协同,应做到如下三点:一是紧扣供给侧结构性改革,做到更加精准有效;二是保持“动态协同”,更加积极有为;三是兼顾全周期目标,保持中性适度。从生产、分配、流通和消费四大环节来看,需求侧管理的堵点和短板集中在后两个环节,政策制定者应从八个方面着手,重点打通、补齐流通和消费环节中存在的堵点和短板,以需求侧管理与供给侧结构性改革动态协同为主要抓手,构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。

In the increasingly complex situation at home and abroad,to build a new development pattern,we need to adhere to the main line of supply-side structural reform,pay attention to demand-side management,and realize the dynamic coordination of demand-side management and supply-side structural reform,which is the latest refining and unification of theoretical innovation and practical experience of China's macroeconomic regulation and control.Under the new development pattern,the coordination of demand-side management and supply-side structural reform should achieve the following three points:first,it should keep close to the supply-side structural reform to achieve more accurate and effective;second,it should maintain"dynamic coordination"to be more active and promising;third,it should take into account the full cycle objectives to maintain moderate.From the four links of production,distribution,circulation and consumption,the blocking points and short boards of demand-side management are concentrated in the latter two links.Policy makers can start from eight aspects,focusing on breaking through and making up the blocking points and short boards in circulation and consumption,focusing on the dynamic coordination of demand-side management and supply-side structural reform,and building a new development pattern with domestic circulation as the main body and domestic and international double circulation promoting each other.
