民营林业发展的思考与对策——以衡水市为例

Thinking and countermeasures on the development of private forestry——Take hengshui as an example

以2014~2016年衡水市实施的造林绿化项目为依托,在全市13个县(市、区)随机选取80名民营造林主体,进行了问卷调查和座谈。通过对调查问卷进行分析研究,发现民营林业存在前期经济收益不高、经营内容同质化严重、经营管理不善、高效林业产业模式需要进一步完善等问题,对此提出了加大后续产业扶持力度、加强技术培训和科技引导、开展典型示范建设等建议,以期对全省民营林业发展提供可借鉴经验。

Based on the afforestation project implemented in Hengshui City from 2014 to 2016,80 private forestation subjects were randomly selected from 13 counties(cities and districts)of Hengshui City to conduct questionnaires and discussion.Through the analysis and research of the questionnaires,it is found that there are some problems in private forestry,such as low economic benefits in the early stage,serious homogenization of business objectives,poor managements,and the need to further perfect the efficient forestry industry model.Three suggestions are put forward,such as increasing the support for subsequent industries,strengthening technical training and guidance,and carrying out typical demonstration construction,in order to provide reference for the development of private forestry in Hebei Province.
