人口老龄化背景下康养小镇发展研究

Research on the Development of Rehabilitation of Endowment under the Background of Population Aging

当前我国人口老龄化问题日益加重。人口老龄化不仅会对社会保障和公共服务产生压力,降低人口红利优势。同时,也会持续影响社会发展活力、创新活力和潜在经济增长效率。在此背景下,养老服务模式不断创新。其中,依托于第一、二和第三产业,并同时融合了医疗、健康、旅游及文化的康养小镇模式逐渐成为新的社会养老服务供给模式。康养小镇作为新兴业态模式,不仅具有缓解社会养老服务不足,提供高质量养老服务以外,还对拉动经济增长、调整产业结构及解决劳动力就业等方面具有重要推动作用。当前,我国康养小镇模式的发展机遇与挑战并存,针对目前我国康养小镇发展难点,文章从项目参与主体的协调、机制和体制的创新等方面提出了具体意见,以推动我国康养小镇高质量发展。

At present,China's population aging problem is increasingly serious.Aging population will not only put pressure on social security and public services,reducing the advantage of demographic dividend.At the same time,it will continue to affect the vitality of social development,the vitality of innovation and the efficiency of potential economic growth.In this context,the old-age service model continues to innovate.Among them,relying on the primary,secondary and tertiary industries,and combining medical treatment,health,tourism and culture,the health town model has gradually become a new model of social pension service supply.As an emerging business model,rehabilitation of endowment not only alleviates the shortage of social pension services and provides high-quality pension services,but also plays an important role in promoting economic growth,adjusting industrial structure and solving labor employment problems.At present,the development opportunities and challenges of the model of rehabilitation of endowment coexist.Therefore,in view of the current difficulties in the development of rehabilitation of endowment in China,specific suggestions are put forward from the coordination of project participants,mechanism and system innovation,so as to promote the high-quality development of Rehabilitation of endowment in China.
