边境口岸对城市产业结构升级的影响

The Effects of Border Port on Urban Industrial Structure Advancement

口岸是边境口岸城市重要的组成部分,口岸与口岸城市经济的关系受到了广泛的关注。文章以黑河市为例,设计了产业高级化指标,用产业结构合理化与产业结构高级化表示产业结构升级,并利用钱纳里时间序列分析发展模型检验了口岸货运量、出入境人数对边境口岸城市产业结构升级的长期影响和短期调整作用,进一步利用脉冲分析总结了口岸对产业结构升级的动态影响。研究结果表明,从长期看,口岸的过货和出入境人员对产业结构合理化具有正向的促进作用,口岸过货对产业结构合理化具有拉动作用,口岸出入境人员对产业结构高级化具有拉动作用,但是只有提高比较劳动生产率和制定能够持续增加出入境人口所带来经济效益的政策才能真正实现产业结构高级化。

Port is an important part of border city,the relationship between port and border city'economy has been widely concerned.Taking Heihe city as an example,this paper designed the industrial advanced index and the upgrading of industrial structure was represented by the rationalization and upgrading.It also tests the long-term and short-term effects of port freight volume and number of people entering and leaving the border on the upgrading of industrial structure of border city by development model of the time series of chanery,and summarizes the dynamic effects of ports on the upgrading of industrial structure by using pulse analysis.The results show that,in the long run,the port's passing goods and entry-exit personnel have a positive role in promoting the rationalization of industrial structure,the port's passing goods have a pulling role in promoting the rationalization of industrial structure,and the port's entry-exit personnel have a pulling role in promoting the upgrading of industrial structure.But it must be improve the comparative labor productivity and the formulate a policy can continuously increase the economic benefits by the entry-exit population,the border city may realize the upgrading of industrial structure continuously.
