科技型中小企业创新生态系统构建现状——基于200家企业的调查分析

The Situation of Innovation Ecosystem Construction of Science and Technology based SMEs:Investigation and Analysis based on 200 Enterprises

科技型中小企业创新生态系统是以科技型中小企业为核心、由异质性相关利益主体联结而成、以协同创新和共生演化为准则的价值创造系统。对浙江省200家科技型中小企业创新生态系统构建现状进行调查的数据显示,目前企业创新驱动因素主要源于自有技术驱动和用户驱动,创新活动的关键制约因素主要有创新人才不足、研发资金短缺等,企业创新生态系统构建基本处于初级到中级水平的运行状态,大部分企业创新生态系统的协同效应还远未显现出来。通过相关性分析,初步验证了创新生态系统构建对企业创新绩效的正向影响,并从拓展产学研合作的深度与广度、创新科技金融机制以及完善外部治理机制等方面提出了加快科技型中小企业创新生态系统构建与完善的建议。

The innovation ecosystem of science and technology-based SMEs is a value creation system with the core of technologybased SMEs, connected by heterogeneous stakeholders, and guided by collaborative innovation and symbiotic evolution. This paper investigates the situation of innovation ecosystem construction of 200 science and technology-based SMEs in Zhejiang Province. The data shows that the driving factors of enterprise innovation mainly come from its own technology and users, and the constraints of innovation activities mainly include the shortage of innovative talents and R&D funds. At present, the construction of enterprise innovation ecosystem is basically in the operation state of primary to intermediate level, and the synergy effect of most enterprise innovation ecosystem is far from obvious. Through correlation analysis, the positive impact of innovation ecosystem construction on innovation performance is preliminarily verified. From the aspects of expanding the depth and breadth of industry-university-institute cooperation,innovating the financial mechanism of science and technology and improving the external governance mechanism, this paper puts forward some suggestions on accelerating the construction and improvement of innovation ecosystem of science and technology-based SMEs.
