基于蜈蚣博弈的雄安新区生态治理机制研究

摘要 文章对社会-生态系统的框架下"公众参与,人人共享"的生态治理方式进行了梳理,报告了雄安新区生态治理的现状及困境,通过采用以知识共享为基础的"补贴"型与"知识学习"型蜈蚣博弈模型,对雄安新区的生态治理模式进行了分析,取得利用知识共享机制能够强化公众生态环保意识,能够完善"政府—公众"互馈的适应性生态治理模式,能够有效强化生态治理绩效这一基本结论,提出将生态知识传播工作纳入政府考评,强化生态知识共享的信息化强度与广度,打造高耦合、嵌套紧密的生态知识联盟等政策建议,以期实现政府通过知识共享方式不断提升公众生态意识,实现利用适应性治理手段开展生态治理并最终形成"人人参与"的生态治理格局这一研究目的。 This paper combs the ecological governance mode of "public participation, everyone sharing" under the social ecosystem framework. The current situation and difficulties of ecological governance in Xiongan new area are reported. The ecological governance model of Xiongan new area is analyzed by using the centipede game model of "allowance" and "knowledge learning" based on knowledge sharing. It is concluded that the use of knowledge sharing mechanism can strengthen public awareness of environmental protection,improve the adaptive ecological governance model of "government-public" mutual feedback, and effectively enhance the performance of ecological governance. This paper puts forward some policy suggestions, such as integrating the ecological knowledge dissemination into the government evaluation, strengthening the information intensity and breadth of ecological knowledge sharing, and building a highly coupled and closely nested ecological knowledge alliance. The purpose of this paper is to realize that the government can improve the public’s ecological awareness through the way of knowledge sharing, realize the use of adaptive governance means to carry out ecological governance, and finally form the ecological governance pattern of "everyone participating".
