废弃电器电子产品领域延伸责任分担研究

Research on the Extension of Responsibility Sharing of Waste Electrical and Electronic Products

文章基于一定的激励政策工具假设与责任承担模式下,借助于市场经济下价格的传导机制,构建逆向供应链下各参与主体在不同回收模式下的决策模型,考察政策工具组合作用下,供应链成员各自最优决策下物质责任的分担问题。在具体各承担模式中,随着废弃物回收责任、拆解处理责任的分担与转移,相关责任主体可享受的超回收激励、超物料回收标准激励,及未达法定标准的经济惩罚等经济责任也实现了分担。研究对废弃电器电子产品领域相关主体延伸责任分担和激励政策工具设计具有重要参考意义。

Based on the hypothesis of certain incentive policy tools and the assumption of responsibility bearing mode,assuming that all markets in the industrial chain are completely competitive,with the help of the transmission mechanism of price,this paper con-structs the decision-making model of each participant in the reverse supply chain under different recovery modes,and investigates the problem of material responsibility sharing under the optimal decision-making of each member of the supply chain under the combination of policy tools.In each specific mode of undertaking,with the sharing and transfer of the responsibilities of waste recycling and dismant-ling,the economic responsibilities such as over recycling incentives,over material recycling standard incentives and economic penalties that fail to meet the legal standards that relevant responsible subjects can enjoy are also shared.
