基于政治经济学视角的政策性农业保险补贴研究

Research on Policy based Agricultural Insurance Subsidy from the Perspective of Political Economy

自从改革开放以来,中国的经济得到了极其迅猛的发展和进步。伴随着经济的快速增长,在政策性农险补贴方面也取得了举世瞩目的成就。众所周知的是,中国是一个农业大国,中国的农业是中国经济的主要来源之一,农业的发展情况直接关系到中国整体发展情况以及国际地位。但是,近几年来中国在农业发展方面出现了一系列的问题,中国从事农业的人数正在大幅度的减少,使得中国农业发展过程中的人手严重不足,这就极大地阻碍了中国整个农业经济的快速发展。为了尽快的改变这一现状,中国相关部门针对目前中国农业的发展状况提出了政策性的农业保险补贴,进而鼓励农民积极参加农业活动。文章就目前中国政策性农业保险补贴现存矛盾进行了分析,并针对这些矛盾进行了政治经济学方面的思考,提出了有建设性的政策建议。

The policy based agricultural insurance subsidy plays a vital role in promoting the development and progress of China's entire agriculture.In recent years in our country in the aspect of balance of supply and demand of agricultural insurance subsidies spend a lot of money and energy and a series of remarkable achievements,but our country agriculture market supply and demand of agricultural insurance subsidies still exist some problems such as conflicts,such as the economic income of rural residents is lower,the price of agricultural insurance subsidies is higher,greatly weakens the incentive mechanism and constraint mechanism of agricultural insurance,but also weakens the effective supply of agricultural insurance and the effective demand.This paper analyzes the existing political and economic contradictions of China's policy based agricultural insurance subsidies,and puts forward constructive policy suggestions in view of the existing political and economic considerations,that is to change the management idea,change the development model,carry out appropriate compulsion,and strengthen the supervision of funds.
