温州市二级公立医院运营效率及其风险分析

Operational efficiency and risk analysis of secondary public hospitals in Wenzhou

目的分析二级公立医院运营效率及其风险状况,为进一步提高二级公立医院运营效率提供参考。方法选取浙江省温州市27家县(市)二级公立医院2018年1月至2020年3月数据,采用描述性统计与面板数据logistic回归方法对医院运营效率及相关风险因素进行分析。结果二级公立医院收入结构调整取得一定成效,但较低的医疗服务收支盈余表明二级公立医院仍存在运营风险,且服务量、服务质量是影响二级公立医院运营的重要因素。结论完善二级公立医院运营绩效管理和国家药品谈判制度,降低医院运营成本、持续提升医疗服务质量与服务效率是提高公立医院运营效率、降低运营风险的重要途径。

Objective To analyze the operational efficiency and risk status of secondary public hospitals,so as to provide reference for further improving the operational efficiency of secondary public hospitals.Methods The data of 27 county(city)secondary public hospitals in Wenzhou City from January 2018 to March 2020 were selected.Descriptive statistics and panel data logistic regression were used to analyze the hospital operation efficiency and related risk factors.Results The income structure adjustment of secondary public hospitals had achieved some results,but the lower medical service revenue and expenditure surplus indicated that there were still operational risks in secondary public hospitals,and the service volume and service quality were important factors affecting the operation of secondary public hospitals.Conclusions It is an important way to improve the operational efficiency and reduce operational risks of public hospitals by improving the operational performance management of secondary public hospitals and national drug negotiation system,reducing hospital operating costs and continuously improving the quality and efficiency of medical services.
