在"双循环"新发展格局下,扩大内需是构建国内大循环体系的应有之义。乡村作为国内大循环的地域主体之一,具有巨大的内需潜力,因此,畅通乡村间、乡村内部以及城乡间的循环,实现乡村振兴高质量发展,是构建国内大循环体系的必由之路。"双循环"新发展格局下,要在实现产业兴旺、生态宜居、乡风文明、治理有效和生活富裕的过程中逐渐完善乡村内需市场,把握乡村振兴在构建国际大循环体系中的机遇,从内需角度推进乡村振兴高质量发展,要抓紧"要素"核心,把握"供需"路径,畅通"城乡"循环,同时要从体制机制、供给侧和需求侧等方面入手,培育、扩大和释放乡村投资、消费需求。
