Discussion on the Evaluation Method of Community Public Service Level From the Perspective of “Life Circle”

文章在深入剖析生活圈内涵的基础上,探讨社区公共服务水平评价方法与社区生活圈的公共产品配置方法。文章以社区公共服务设施为主要研究对象,以供需关系研究为主线,建立GIS分析模型,通过"供给密度"与"需求密度"两项指标分析供需关系,创新性的提出"公共服务密度"的概念;并以此为基础构建各级生活圈公共服务水平评价方法,量化描述不同尺度的城市区域应配置的公共服务设施、公共交通和公共环境的内容和数量,从实践上为规划编制和规划管理指明路径。

Based on the in-depth analysis of the connotation of life circle,this paper discusses the evaluation method of community public service level and the allocation method of public products in community life circle;This paper takes the community public service facilities as the main research object,takes the supply-demand relationship as the main line,establishes the GIS analysis model,analyzes the supplydemand relationship through the two indicators of"supply density"and"demand density",and innovatively puts forward the concept of"public service density";On this basis,it constructs the evaluation method of public service level of life circle at all levels,quantificationally describes the content and quantity of public service facilities,public transportation and public environment that should be configured in different scale urban areas,and points out the path for planning compilation and planning management in practice.
