盘锦市国有农用地定级与基准地价研究

Research on the Classification and Benchmark Land Price of State-owned Agricultural Land in Panjin City

为支撑农村土地制度改革和农垦改革发展,避免国有农用地资产流失,有国有农用地的区域应加强农用地价格评估与管理,完善国有农用地基准地价体系。采用文献分析、实地调查相结合的方法对盘锦市国有农用地定级与基准地价评估过程中的关键问题进行了探讨,对盘锦市独有的稻田养蟹、苇田养蟹等国农用地的特点进行分析,最终划定盘锦市国有农用地级别并评定基准地价。

The regions with state-owned farmland should strengthen the evaluation and management of farmland price,and improve the standard land price system of state-owned farmland,in order to support the transformation of the institution of rural land and develop the land reclamation reform,also to prevent the loss of state-owned farmland assets.This paper discussed the key problems in the process of grading and standard land price evaluation of state-owned agricultural land in Panjin City by the method of literature analysis and field investigation.It analyzed the characteristics of the unique state-owned farmland in Panjin City,such as rice field crab and reed field crab,and finally delimited the grade of state-owned agricultural land in Panjin City and evaluated the standard land price.
